Accessing the Panels

The Office of the Commissioner for Public Employment (OCPE) has negotiated a Memorandum of Understanding (MoU) with the APSC, providing access to the panels for all Northern Territory Public Sector (NTPS) agencies. Services provided under the panel arrangement are engaged through an Order of Service that forms the actual contract for the work.

The MoU does not replace existing panel contracts agencies currently have in place. The intention of the MoU is to provide agencies an alternate option to access a range of panel providers that have already been selected through an open tender process.

The Procurement Review Board, Department of Business and Employment, has approved the utlisation of the APSC panels.

The term of the MoU is current until 30 June 2012.

The APSC is the key point of contact and assists agencies to identify and approach appropriate panel providers.

To access the panels, OCPE has negotiated with the APSC on a transaction fee based on a sliding scale depending on the contract value. Payment of this transaction fee is the responsibility of the NTPS agency that engages the services of a panel provider. This fee is in addition to the cost of engaging the services of a panel provider.

By providing a centralised, structured process, the cost of procurement can be kept to a minimum, with the transaction fee charged by the APSC likely to be lower than the costs, in terms of time and dollars, which would be incurred by an agency conducting its own procurement for leadership, learning and development.

The Process

The APSC Panel Service team follows a systematic process to assist agencies in meeting their leadership, learning and development outcomes by:

  • Assisting to define your agency’s requirements
  • Ensuring you have all the required documentation to make use of the Panel
  • Sourcing providers in key areas of expertise
  • Quality checking proposals to ensure specified personnel and fees match the deed of standing offer
  • Providing proposals from various suppliers
  • Assisting with contract negotiations with your chosen provider
  • Coordinating course manuals and materials, if required
  • Providing evaluation documents for continuous improvement
  • Providing periodic reports so you can plan your agency’s leadership, learning and development future
