The Northern Territory Public Sector (NTPS), as the largest single employer within the Northern Territory, is responsible for providing services to the community including hospital care, education, public transport, electricity, water provision, and public libraries to name a few.

As the statutory employer for all Northern Territory Public Servants the Commissioner's principal functions are to provide leadership and promote the development and observance of the highest possible standards of human resource management practices within the Northern Territory Public Service, including recruitment.
Under section 13 of the Public Sector Employment and Management Act (PSEMA), the Commissioner fulfils the role of employer by establishing policy and practice frameworks for the management of all public sector employees.
